"TWO civilians were killed for killing woman in Kayin State
and one was injured in
landmine explosion in An
Township of Rakhine State,
according to the statement
of Tatmadaw True News
Information Team.
The statement said
the military personnel inspected a vehicle driven by
Jate Chung Village administrator from Jate Chaung
Village to An township in
the evening of 30 July while
they were serving security
along Kazukaing- Dar Lat
road and found one injured
on the vehicle.
According to the investigation, U Maung Tin, Jate
Chaung Villager went to his
garden about 1,000 metres
from the village and died
after stepping on the landmine laid by AA terrorists
on 29 July.
His grandson Thet Naing Soe and about seven
villagers looked for him on
30 July. Meanwhile, Thet
Naing Soe stepped on the
mine and died on the spot
while U San Win was injured.
Now, the mine victim
is under the medical treatment of region Tatmadaw
Hospital.
According to the statement, 18 died and 57 were
injured from the landmines
of AA until 27 June 2020..."

ASEAN Dato Lim Jock Hoi delivered opening remarks at the
meeting.
Union Minister Dr Win Myat
Aye, the joint-chair of the meeting, said that Myanmar is making
the united efforts to repatriate
the displaced persons and to develop socioeconomic situations
in Rakhine State despite some
challenges amid the outbreak of
COVID-19.
After the 2nd edition of this
meeting, technical work groups
held discussions; the ASEAN AdHoc Support Team was formed;
prioritized projects were identified. With the coordination of
ASEAN Secretariat and the AHA
Centre, Myanmar officials made
two visits to the displaced persons
in Cox’s Bazar in Bangladesh to
explain repatriation processes
and findings from Preliminary
Needs Assessment.
Myanmar is also implementing the MoU signed with
UNHCR and UNDP, and meeting
with the locals for resettlement of
displaced persons and closures of
IDPs. The government is working
with the Singapore-based Asia
Philanthropy Circle (APC) with
the assistance of UEHRD to conduct the vocational trainings for
young people in Rakhine State.
Relief supplies are being given to IDPs and temporary displaced persons in cooperation
with WFP and ICRC..."

"THERE have been concerns raised by some quarters
over the suspension of the internet in some
townships in Rakhine and Chin States, expressing
fears that the internet blackout may endanger the
lives of vulnerable civilians facing the COVID-19
pandemic in affected areas.
Due to the intensification of offensive attacks
and acts of violence launched by the Arakan Army
(AA) insurgents, the Government issued a directive
on 20 June 2019 to impose a temporary
suspension of internet services in eight townships
in Rakhine State and one township in Chin State,
with a view to maintaining security and law and
order in conflict-affected townships in Rakhine
and Chin States. The directive on internet suspension,
issued on the basis of Article 77 of the
2013 Telecommunication Law, covers Ponnagyun,
Rathedaung, Mrauk-U, Kyauktaw, Minbya,
Myebon, Maungdaw, Buthidaung and Paletwa
townships. However, voice and SMS services
remain available. The temporary internet suspension measure
is necessary to prevent the AA from exploiting
mobile internet technologies to detonate IEDs
and landmines, to incite hatred among different
ethnic groups and to plan attacks or kidnappings
of government officials. The crimes committed
by the AA include the killings of village and ward
administrators with a view to disrupting the government
machinery.
The restrictions were lifted in five townships
namely Rathedaung, Myebon, Maungdaw, Buthidaung
and Paletwa townships in August 2019,
when the conflict situation showed signs of improvement.
The resurgence of violence and the intensification
of acts of terrorism perpetrated by the AA
compelled the authorities to impose temporary
restrictions in February 2020. Normal internet
access will be restored once the situation stabilizes.
In fact as of May 2020, the internet service
in Maungdaw Township in Rakhine State has
been restored..."

"BILATERAL border trade stood
at over US$ 747.63 million as of
26 June in the current 2019-2020
fiscal year which saw an increase
of $730 million from the corresponding period of last year,
according to the Ministry of
Commerce.
At this time last FY, Myanmar-Bangladesh trade through
two borders hit $17.26 million,
with exports worth $15.98 million
and imports amounting to $1.27
million.
When compared with last
FY, this FY saw a significant increase in the value of exports by
$427.42 million while the bilateral
imports rose by $302.96 million.
Between 1 October and 26 June,
Myanmar exported $443.4 million worth domestic products to
Bangladesh and imported goods
valued over $304.2 million.
Myanmar exports goods to
Bangladesh through both maritime and land routes. Bilateral
border trade is conducted mainly
through the Sittway and Maungtaw points of entry.
The products traded between the two countries include
bamboo, ginger, peanuts, saltwater prawns and fish, dried plums,
garlic, rice, mung beans, blankets, candy, plum jams, footwear,
frozen foods, chemicals, leather,
jute products, tobacco, plastics,
wood, knitwear and beverages.
The trading through Sittway land border has been suspended temporarily after the
coronavirus positive patient
292 was found in Sittway checkpoint. However, bilateral through
Maungtaw border crossing is
still being conducted regularly.
During the pandemic period,
the trade is still being conducted through Maungtaw border
although the crossing has been
suspended for people to cross.
At present, the bilateral trading
was suspended for a temporary
period though Sittway land border. So, the cargoes which have
been prepared to export will be
traded through Maungtaw border, according to the traders.
Currently, cargo boatmen,
who came back from Bangladesh
through Maungtaw border, are
restricted from travelling, thus
they have to stay at the private
buildings in the jetty. The imported cargos from Bangladesh
are also sprayed before being
allowed to load onto the jetty.
For prevention of the spread
of coronavirus disease, the fire
services personnel from Maungtaw Township sprayed all-cargo
boats in Maungtaw border with
the disinfectants at 10:30 am on
1 July..."

remarks, U Thaung Tun,

"MYANMAR rejected the draft
resolution on “Situation of Human
Rights in Myanmar” tabled
by the European Union (EU) on
22 June 2020 at the 43rd session
of the United Nations Human
Rights Council in Geneva.
In his statement to the Human
Rights Council, Permanent
Representative of Myanmar U
Kyaw Moe Htun highlighted the
following main reasons, among
others, for rejecting the draft
resolution:
- First, selective targeting of
country-specific resolutions
should be avoided. Human
rights issues must be addressed
within the global
context through a constructive,
non-confrontational,
non-politicized, non-selective
and dialogue-based
approach, and in a fair and
equal manner. The country
specific mandates do not
contribute to improving but
rather worsening the situation
on the ground.
- Second, the scarce resources
of the UN should not be used
in vain. It is also regrettable
that while the Council tries to
address the issue of liquidity
crisis of the UN, sacrificing
the general debates for the
June session, millions of
dollars are used on country
specific mandates. Especially,
in the case of Myanmar, it
is using huge resources for
establishing multiple mechanisms
to scrutinize a single
country.
- Third, sovereign right of a
country should not be intruded
but rather be respected.
The issue of Rakhine is just
one of many challenges
Myanmar faces. Domestic
criminal justice mechanism
has been activated based on
the final report of the Independent
Commission of Enquiry
(ICOE). The domestic
accountability process of Myanmar
should be respected.
- Fourth, the draft resolution
does not reflect the reality.
Myanmar is undergoing a
difficult democratic transition
and is facing many challenges
in its endeavours to
promote sustainable peace,
national reconciliation, and
development throughout the
country. Despite these challenges,
achievements have
been made in many sectors.
- Finally, the international
community should extend
helping hands to Myanmar,
instead of imposing impediments
on Myanmar. Particularly
at present, Myanmar,
like others, is addressing
the unexpected challenges
posed by Covid-19 pandemic.
Myanmar’s response to
the pandemic is based on
the principle of “leaving no
one behind”. The State Counsellor
points out that people
are the key by stressing, “we
place value on the people and
derive our strength from
the people..."

"DIRECTOR-General of the Ministry
of the Office of the State
Counsellor U Zaw Htay met the
internal and external media in
accord with the social distancing
procedures at the Press
Hall of the Presidential Palace
in Nay Pyi Taw on 19 June, and
explained the current situation.
At the press conference,
the DG said first that he would
explain the aid programme for
the grassroots with no regular
income. For the first time five
kinds of basic food items worth
K50 billion were distributed to
four million households in the
whole country during the period
from 10 to 19 April before and
during the Thingyan holidays.
The distribution programme began
in regions and states on 10
April and completed in the whole
country on 19 April.
A review of the programme
shows that Magway Region and
Kayah State were the quickest
in distributing the five items of
basic food; that the two had fully
completed the programme within
four days; and that the slowest
were Chin State and Sagaing
Region which took 10 days to
complete the programme. The
review also indicates that although
the area of Kayah was
small, that of the Magway Region
is large. The whole process
from the collection of the list to
distribution in Magway Region
was reassessed. Chin State has
places where transport is poor,
so, there are difficulties in transporting
food. So officials made a
review of the programme, and
sought better means for the next
programme, he said. The first point the review
has indicated is that there might
be families who were not included
in the list for certain reasons
because of the time limit in the
collection process; and the second
point is that there were returnees
from neighbouring countries
who could be missed out.
So, a second programme was
arranged to provide food items to
the families who were missed out
for certain reasons. According to
the count, the number of missedout
families is 1.4 million, and an
order has already been made to
directly hand over K15,000 per
family, the DG explained..."

He also presented renovation of landmark Shwedagon
pagoda in Yangon and donation
of gold plates at the pagoda;
K15.676 billion of public donation
to Kyaikhtiyoe pagoda in 2019
under the new trustee board
which was reorganized with 11
members on 23 August 2016 after
cancelling contract system for
the donation, and arranged free
accommodation with the daily
capacity of 1,279 visitors.
The ministry also managed
in the construction of Eternal
Peace pagoda in Dekkhinathiri
Township of Nay Pyi Taw at the
cost of K8.33 billion, including the
contributions of well-wishers.
Establishment of inter-faith
friendship programme was 121
in township level, 40 in district
level, 11 in region/state level and

"THE Maungtaw border trading
suspended because of
the outbreak of coronavirus
is now resuming the operation
starting from last week
of May.
The trade with Bangladesh
via Maungtaw border
was suspended starting from
10 April. Now, those who come
back to Myanmar by cargo
ship from Bangladesh must
be quarantined and undergo
medical checkup, according
to the Maungtaw Border
Traders’ Association.
Myanmar mainly exports
onion, aquatic products and
ginger to Bangladesh. The
bilateral trade between the
two countries reached over
US$0.1 million monthly, according
to the association.
The border trade between
Myanmar and Bangladesh
reached $746 million as
of 29 May in 2019-2020 fiscal,
according to a report released
by the Ministry of Commerce.
Usually, Myanmar’s exports
exceed imports in the
bilateral trade with Bangladesh
conducted by either sea
or land. In the bilateral border
trade, goods are moved
mainly through Sittway and
Maungtaw trade stations..."

were seized in Aungban, Maungtaw
and Monhsat townships this
week, according to the Myanmar
Police Force.
Police from Maungtaw township
confiscated 7,090,700 WY labeled
stimulant tablets worth K
14.2 billion in Myoma Kanyin Tan
Village, Maungtaw Township on
30 May while they searched a
house of Juhar Husan and his
daughter Ma Yaykhayard Fartema.
Next, police from Monghsat
Township seized 3,000,000 stimulant
tablets worth K 4.8 billion
while searching on vehicles in
Monghsat Township on 30 May.
Police from Aungban Township
also seized 3149 kilo of Ice
worth K 78.725 billion while
searching on vehicles in Aungban
Township on 24 and 29 May
and four men were arrested.
Another four men managed to
escape from the arrest. Police filed charges against the suspects
under the Anti-narcotic Drugs
and Psychotropic Substances
Law, according to Myanmar Police

"THE AA terrorists attacked
Thazin Myaing police outpost
in Yathedaung Township, Rakhine
State, at 2 am yesterday
morning and 10 police officers
and 3 civilians are reportedly
missing. The office of the
Commander-in-Chief of Defence
Services reports that about a hundred AA terrorists
began attacking Thazin Myaing
outpost in full force from the
northwest around 2 am.
A few police officers went
to reinforce Kakingon station
at 5 am but some officers went
missing around that time. Reinforcements
from Myanmar
Police Force and the Tatmadaw
are currently supporting the
besieged outpost.
The AA terrorists have
attacked 4 police outposts in
Buthidaung Township on 4
January 2019, an outpost in
Ponnagyun Township on 9
March, the police headquarters
in MraukU on 10 April,
and an outpost in Buthidaung
Township on 16 July that have
resulted in the deaths of 22 police
officers and injuries to 11
officers, in addition to some
officers and their family members
missing..."

- Provision of books through mobile libraries;
- Provision of sports equipment and construction of
sports facilities; support for WASH facilities;
- Provision of support to help out-of- school children
to return to school;
- Implementation of activities in 163 basic education
schools to promote social cohesion among
communities;
Salaries are being paid to 497 volunteer teachers from IDP camps and in this
reporting period, 97 more teachers can be included. Therefore, salaries are paid to a
total of 594 teachers.
Both local and international staff members from Danish Refugee Council (DRC)
provided 24 types of training as well as humanitarian assistance in 5 project
townships, spending the funding USD 625,517 in total.
Under the scholarship program for the students in Rakhine, the Governments of
Norway and Denmark will contribute to 100 scholarships and Center for Diversity
and National Harmony (CDNH) will use their overhead costs to contribute to 6
scholarships, totaling 106 scholarships. They will provide USD 200 (MMK 300,000) for
each student who wins scholarship every month..."

Defence Services personnel

MoLIP, UN agencies sign exchange of letters for IDP repatriation
from Rakhine State; implementation
of this MoU was continued
with the one-year exchange of
letters signed on 28 May 2019 for
the period from 6 June 2019 to 5
June 2020; this is another one year
extension of the existing MoU for
the second time from 6 June 2020
to 5 June 2021.
Myanmar and Bangladesh
has formed a joint work group
with 13 representatives each from
the foreign affairs ministries of
both countries and they have met

"SECURITY troops discharging
security duties in Rakhine State
occupied point 114, a dominant
hill, near An-Sittway Union Highway
and Ramong Bridge in Minbya
Township transport at about
5 pm on 8May.
The point was a foothold of
AA terrorists who were threatening
the safety of public.
Beginning March this year,
AA terrorists cut off Kyauktaw-
Paletwa route and Matupi-
Hsamee-Paletwa route as a
means to isolate and block Paletwa
before security troops took
necessary measures to reopen
the routes.
On 23 and 28 March 2020, a
large number of AA terrorists
launched a surprise attack on a
local Tatmadaw training depot at
Kanni of Minbya. However, they
had to flee with many casualties
as security troops were ready to
ward off the attack.
Having been defeated in all
fronts, AA terrorists, with the
aim of creating crises for the
government and the Tatmadaw,
committed terrorist acts of
disrupting transportation along
Yangon-Sittway Union Highway
by taking positions on point 144
hill near Ramong Bridge in Minbya
and repeatedly threatening,
disrupting and launching attacks
without sound reasons on passenger
buses, cargo trucks and
private cars including a vehicle
with the WHO logo transporting
swab samples of quarantined
people to Yangon on 20 April
evening and a vehicle carrying
pesticides of the CPS company
on 21 April afternoon.
As AA terrorists are disrupting
the transportation route used
by the public, security forces took
measures to control the area as
of 20 April. The security forces
managed to capture five stronghold
positions of the terrorists
near point 144 hill step by step
and occupy the entire point 144
hill at about 5 pm on 8 May due to
the relentless efforts made by the
security forces by risking lives.
In the incidents, members of
the security forces, after sacrificing
lives and sustaining injuries,
seized bodies and weapons and
some accessories of AA terrorists.
Continued measures are
being taken for local security,
transportation safety and controlling
the area..."

the Rakhine State Government
is working hard in the

Rakhine State Chief Minister U
Nyi Pu and the implementation
of Rakhine State Government is

Q: Kindly share us the Rakhine
State development including regional
peace and security.
A: The Rakhine State Government
has successfully implemented the
development tasks with visible
conditions during the fourth year
period. Development outcome are
the result of the endeavors exerted
by the Rakhine State Government
with the assistances of the Union
Government, the international organizations,
and the people.
In carrying out the security
tasks, the three main bodies namely
(1) Border Guard and Command
Office; (2) the Number four Security
Control and Command Office;
and (3) Rakhine State Police Force
Office have ardently shouldered
their assigned tasks.
As of today, although not the
entire Rakhine State is safe, most
areas including Sittway Town are
in stable and secured conditions.
Battles are still there. The three
main bodies are maintaining the
matters on security and stability. In
this connection, illegal and unlawful
activities have been taken action.
In 2019, total of (305) persons
have been arrested in (180) cases
with narcotic drugs valued at
MMK (7 point 9) million. Crushed
narcotic powder, marijuana, black
opium, and alprazolam tablets
have been seized. The criminals
have been arrested who committed
the unlawful enticement and
persuasion of the people with the
Islamic faiths.
At the prisons, the visiting
hours for the guests have been
extended for more hours to meet
the inmates. With the “Thit Sar
Project”, the Citizenship Scrutiny
Cards have been issued. Those
who are ten years and (18) years
are issued with relevant cards.
Moreover, tasks are being done
in accordance with the 1982 Myanmar
Citizenship Laws. Moreover,
the “National Verification Process”
is ongoing in Rakhine State. The
tasks are being undertaken by the
Ministry of Security and Border Affairs
of Rakhine State..."

food rations hidden by the ARSA
terrorists near Khamaungseik
village in Maungtaw Township,

For the security of western
part of Myanmar, troops are patrolling
the border with Bangladesh

On 29 April, at about 1,500
metre north of border post BP-
41, two members of ARSA and
two other persons who attacked
security forces by land mines
and smuggled narcotic drugs
were arrested in shooting death,
with a impoverished land mine,
other explosives and illegal
drugs.
On 2 May, two police members
were wounded in the ambushes
of ARSA terrorists near
BP-41 from the Bangladeshi
side.
On 7 am yesterday morning,
security forces confiscated dry
food rations hidden near 3,000
metre west to Khamaungseik
village and between BP-40 and
41 near the borderline.
On 8 April, ammunition,
some sorts of military equipment,
an identity card of UNHCR
issued for the refugee
camps in the other country, 6
rice bags with WFP logo and
40 bottles of cooking oil were
also discovered near 2,500 metre
west of Khamaungseik village.
The Office of Commander
in Chief Defence Services has
also reported that ARSA and
AA terrorists are receiving relief
aid donated by NGOs/INGOs
and private donors to the IDP

patients and closely contact persons
and drawing flow charts to
the referred places. The ministry is working together
with local governments,
relevant ministries, international
organizations, local civil societies
and well-wishers to provide humanitarian
aid to these camps
and has adopted preparatory
plans to prevent transmission of
COVID-19 diseases among the
internally displaced persons.
In line with the plan, dissemination
of information, awareness
programmes for rules and guidelines
through hand speakers
and loud speakers, distribution
of soaps, transfers of suspected
patients and closely contact persons
and drawing flow charts to
the referred places.
Moreover, peoples at the
camps were provided with reusable
masks, soaps, hand gel, hand
washing basins, infrared thermometer,
distribution of disinfectants,
lime bags, face-shields,
building temporary shelters for
quarantine, giving necessary
food supplies and cash-for-work
programmes.
On 2 May, the ministry used
two trucks to carry the healthcare
items from the Central
Warehouse in Yangon Region.
The items included 30,000
surgical masks, 5,000 cloth
masks, 39,460 bottles of hand
gel, 100 units of infrared thermometers,
173 hand speakers
and 164 memory sticks with audio
files for healthcare awareness to
the camps of Thetkalbyin, Mawthinyar,
Darpai, Khaungdotekar,
Bawdupha (1), Bawdupha (2),
Ohntawgyi (north), Ohntawgyi
(south), Ohntawchae, Saythamargyi,
Barsarar and Thaechaung
in Sittway Township, and Kyeinnibyin
and Sintatmaw camps in
Pauktaw Township.
Due to the awareness programme,
the locals are using
face masks when they went for
shopping and travelling..."

term processes for the IDPs and
COVID-19 needs to be incorporated
as an important topic.
Dr Win Myat Aye said they
are implementing action plans
for the five states that have IDP
camps and national-level meetings
are discussing additional
food deliveries to IDPs in Paletwa.
He said they regularly share
COVID-19 news and information
in the IDP camps and supply
them woven face masks, soap,
body thermometers, and wash
basins as necessary.
The Union Minister said the
10 guidelines sent by the Ministry
of Health and Sports through
SMS are the main guidance for
the public to follow and requested
officials to assist IDP camp residents
in following them..."

In Rakhine State, they
provided a total of 10,632 soap
bars and 11,754 face masks, 10
washbasins and three infrared
thermometers for 10,632 households
who are living at Maw Thi
Nyar, Dar Paing, Ohn Taw Gyi
Taung, Ohn Taw Gyi Myauk,
Ohn Taw Chay, Bawdu Pha (1)
and Bawdu Pha (2) IDP camps
in Sittway Township.
In Shan State, a total of 92
soap bars, 184 face masks, four
washbasins, and three infrared
thermometers were provided
for 201 households who
are living at No.5 Ward Baptist
Church, Nant Phat Khar No.4
Region, and Pan Ku IDP camps
in Kutkai Township.
The ministry is not only
continuously implementing
control and response actions
against COVID-19 but also
organizing educative programmes,
awareness activities
and psychological support activities
in all regions and states
including Nay Pyi Taw Council

Kyaw Tint Swe attended the
High-Level Segment of the 43rd Session
of the United Nations Human Rights
Council held in Geneva from 24 to 26
February 2020 and delivered a statement
on 26 February 2020.
In his statement, the Union Minister
stressed that cooperation with the
United Nations is a cornerstone of the
Foreign Policy of Myanmar. Recalling
27th anniversary of the adoption of the
Vienna Declaration and Programme
of Action, he highlighted that “States
have the duty for promotion, protection
of human rights and fundamental freedoms,
thus, reinforcing the principle
of exhaustion of domestic remedies”.
He added that peace and security,
development and enjoyment of
human rights are intertwined, so that
achievement of national reconciliation
and peace is the topmost priority for
Myanmar, a country of internal conflicts
for 70 years. He also apprised the
Council of the Government’s efforts in
bringing the ethnic armed groups to
the negotiating table as well as achievement
and progress made in signing of
the Nationwide Ceasefire Agreement
(NCA). He further informed the Council
that 4th session of the Union Peace
Conference- 21st Century Panglong is
scheduled to be held in first four months
of 2020.
On the issue of Rakhine State, while
sharing the concern of the international
community over the conflict which affects
all communities, he reaffirmed the
Myanmar Government’s commitment in
resolving the issue and pointed out that
the deliberate attacks of ARSA in 2016 and
2017 not only triggered the humanitarian
situation, also derailed the efforts to bring
social cohesion, reconciliation, peace and
development to Rakhine State. He underscored
that “priority now is to expedite the
repatriation of verified displaced persons
to Rakhine State under voluntary, safe
and dignified conditions”. In this regard,
he encouraged Bangladesh to show genuine
political will, committed efforts and
cooperation by strictly adhering to the
signed agreements..."

"THE helicopter carrying Union
Minister for Social Welfare, Relief
and Resettlement, Dr Win Myat
Aye, who was on a humanitarian
mission, was machine-gunned by
AA on 19 February. Dr Win Myat
Aye was together with Chief Minister
U Nyi Pu, and they were on
their way to Kha Mway Chaung
Village of Buthidaung Township,
where shelling by AA on February
13 had injured seventeen
young students,
Immediately after the incident,
officials from the Social
Welfare Department and
the District Commissioner of
Maungdaw went to Kha Mway
Chaung Village and provided
necessary humanitarian and
medical assistance. Dr Win Myat
Aye was making a follow-up mission
when his helicopter was
shot at. Because of the adverse
weather, the helicopter was flying
low, and although it was hit
by machine-gun fire, it managed
to land in Kha Mway Chaung
Village.
Dr Win Myat Aye and party
met with the fifteen young students,
who were the victims of
the shelling, as well as their parents,
and provided the necessary
humanitarian assistance. Dr Win
Myat Aye and party were able
to bring back to Yangon one of
the students, Ma Khin May Oo
who was undergoing treatment
in Sittway hospital. The attack
on humanitarian mission is the
latest incident in a series of indiscriminate
attacks by AA, which
had killed and wounded innocent
civilians..."

"THE February 13 incident when a village school in Buthidaung
Township, Rakhine State was hit by shelling reflects how
armed conflict is making life miserable for locals.
Every child has the right to protection, health, education, and
fair treatment. For children killed or injured in conflict, these rights
are far beyond reach.
We are deeply troubled over the 17 children who were injured
in the February 13 incident. We believe that the local authorities
have made the best arrangements for the children, who have been
admitted to the hospital, and
also for their education once
they are discharged.
Rakhine State has seen
development and the socio-
economic life of people
has improved in areas where
peace prevails, but instability
has delayed progress in conflict-
ridden areas.
We all need to cooperate
and make efforts to ensure
peace and stability in all parts
of Rakhine State.
As they are the future of
our country, our children need
to enjoy their rights, including
security, development, and
protections guaranteed by the
Child Rights Law.
The Union Government is
focusing on ethnic affairs and

"UNION Minister for Social Welfare,
Relief and Resettlement
Dr Win Myat Aye and Rakhine
State Chief Minister U Nyi Pu
visited the injured students and
the internally displaced persons
in Buthidaung Township, Rakhine
State, yesterday morning.
A school girl was injured in
an attack that hit her primary
school in Khamwechaung Village.
She was at the Buthidaung
People’s Hospital for medical
treatment.
The Union Minister comforted
the patient and her family
members by presenting cash,
jackets and medicines.
He also met with 15 wounded
school children and their parents
from the same village at the
hospital hall, and provided them
with some relief assistance.
During the meetings with
the children, the Union Minister
expressed his sorrow at the
accident happened on 13 February,
and said the government’s
assistance to the children as the
Rakhine State has been put in
the top priority of government
for peace and development of
the region.
Rakhine State Chief Minister
U Nyi Pu also pledged to
provide assistance to the injured
children. The Chief Minister and officials
also coordinated in water
supply, transportation, health
services and school renovations.
In the afternoon, the Union
Minister and party visited the
two temporary IDP camps in
Buthidaung Township, and comforted
the people, with giving
rice, food items and toys.
At the meeting with the
IDPs, the Union Minister explained
the government’s works
for development of Rakhine State
and for ending conflicts as it is
part of the Union of Myanmar.

"THE Criminal Investigation and
Prosecution Committee held
their first meeting at the office
of the Union Attorney-General
yesterday evening.
UAG U Tun Tun Oo, who is
also chairman of the committee,
first said ARSA attacked police
outposts, police stations and a
Tatmadaw battalion in northern
Rakhine State on 25 August 2017.
ARSA and security forces then
clashed after this.
The final report of the Independent
Commission of Enquiry
(ICOE) said crimes have been
committed during those conflicts
in 13 areas of Maungtaw, Buthidaung
and Yethedaung townships.
The crimes were said to
have been committed by ARSA
and its affiliates and by security
forces and civilians.
The UAG said they are to
investigate into these alleged
crimes and pursue legal action
where required. He said this
committee was formed with Order
19/2020 from the President’s
office on 24 January 2020.
The meeting was attended
by Deputy Attorney-General U
Win Myint who is the vice chairman
of the committee, committee
members and other invited

"ARMED conflicts uprooted scores of people from their
homes in Myanmar and forced them to take shelter in
camps for the displaced in Kachin, Shan, Kayin, and
Rakhine states.
Even after the armed conflicts ceased, the issue of internally
displaced persons (IDPs) remained unresolved for years.
At present, to close IDP camps and resettle the internally
displaced with dignity, a National Strategy, written in keeping
with current requirements and international standards, has been
adopted.
The government will keep open some IDP camps where they
are still needed, such as Kachin and Shan states. It will close some
camps which are no longer needed or deemed necessary.
The policy of the government would ensure the displaced
people rebuild their lives with safety and dignity, without depending
on others. To achieve this, the
Ministry of Social Welfare,
Relief and Resettlement is
implementing a strategy after
listening to the voice of
the displaced people. For the
resettlement of IDPs, their
place of origin, any site near
their place of origin, or a site
proposed by them is being
given priority.
The Union government
has guaranteed that it
would implement projects to
provide IDPs sheltering at
camps with a place to resettle
and job opportunities.
There are many children
living in IDP camps. For the
progress of the country, the
future of our next generation
is very important. For the
successful implementation of
its strategy, details about the
government’s plans need to
be provided at IDP camps in
Kayin, Kachin, Rakhine and
Shan states till inmates gain confidence to return to their place
of origin or a place of their choice in future..."

IDP Camp, the site chosen
for relocating the IDPs, two conduit
pipes and making embankment
to prevent inflow of sea
water and other tasks.

"U SOE HAN, Permanent Secretary of the Ministry of Foreign
Affairs of the Republic of the Union of Myanmar, called
in Mr Manjurul Karim Khan Chowdhury, Ambassador of
Bangladesh to Myanmar, at 3 pm on 28 January 2020 at the
Ministry of Foreign Affairs in Nay Pyi Taw.
During the meeting, the Permanent Secretary drew
the attention of the Bangladeshi Ambassador to the Press
Release recently issued by the Ministry of Foreign Affairs
of Bangladesh with a misleading title mentioning that “the
ICJ ordered Myanmar to “stop” genocidal acts”. He told the
Ambassador that in fact, the ICJ indicated Myanmar to take
all measures to “prevent” the genocidal acts in accordance
with its obligations under the Genocide Convention. The
Court also reaffirmed, among others, that the decision in
no way prejudge the questions relating to the merits of the
case filed by Gambia against Myanmar.
The Permanent Secretary objected to the Bangladesh’s
intentional distortion of the decision of the Court on the case
against Myanmar.
Such disinformation can cause misunderstanding on
Myanmar by the International Community and it would in
no way contribute to promoting bilateral relations and in
advancing the repatriation process.
The Permanent Secretary also reiterated Myanmar’s
readiness to receive the verified displaced persons and
Myanmar’s repeated request to the Bangladeshi side for the
expeditious repatriation of the verified displaced persons
including Hindus who clearly expressed their willingness
to return.
He also reaffirmed his concurrence to resuming of the
next meeting of Myanmar-Bangladesh Joint Working Group
on the Repatriation of Displaced Persons at a mutually convenient

"THE Government of Myanmar takes note of today’s
decision by the International Court of Justice on ‘provisional
measures’ in the case brought by The Gambia
against Myanmar.
Myanmar has appeared before the Court in this
case to assist the honourable Judges to make the correct
factual findings on the proposition made by The Gambia
that genocide occurred in Rakhine State in 2016-17. As
concluded by the Independent Commission of Enquiry
(ICOE) in its recent report, there has been no genocide
in Rakhine. The Commission found that war crimes had
occurred, and those are now being investigated and prosecuted
by Myanmar’s national criminal justice system. It is important for Myanmar that the Court reaches
a factually correct decision on the merits of the
case. The unsubstantiated condemnation of Myanmar
by some human rights actors has presented
a distorted picture of the situation in Rakhine and
affected Myanmar’s bilateral relations with several
countries. This has hampered Myanmar’s ability to
lay the foundation for sustainable development in
Rakhine.
We should all be aware that one of the historical
functions of the ‘provisional measures’ has been to
protect the Court against possible accusations of
failure take preventive action at the start of a case.
As the Court stated, “the Court’s decision given in
the present proceedings in no way prejudges the
question of the jurisdiction of the Court to deal with
the merits of the case or any questions relating to
the admissibility of the application or to the merits
themselves”...."

"THE Tatmadaw released a statement on the final report of
the Independent Commission of Enquiry-ICOE on 21 January,
according to the Tatmadaw True News Information Team.
The statement stated that the Tatmadaw (Myanmar Defence
Services) launched operations to restore regional peace
and stability in the aftermath of the ARSA’s attacks on police
outposts and station, and one military Battalion Headquarters
in northern Rakhine State in 2016 and 2017. The Independent
Commission of Enquiry (ICOE) was established by the Office of
the President to investigate the subsequent of those operations.
The Final Report of the Independent Commission of Enquiry
(ICOE) was released on 21 January 2020. A considerable
number of Tatmadaw members have given statements in
support of the evidence collection work of the ICOE.
Since late November 2019, several weeks prior to the
release of the Final Report of the ICOE, the Court-Martial
concerning the Gutarpyin incident has been convened at the
local Regiment in Buthitdaung Township in Northern Rakhine.
This trial has been taken place on the basis of the report of a
Court of Inquiry..."

The ICOE was formed by the Union

The ICOE was formed to investigate
the allegations of human rights violations
and related issues following attacks by
ARSA in Rakhine State. The commission
is tasked with uncovering accountability
and providing recommendations on steps
necessary to implement peace and stability

"ONE man was injured after two
improvised explosive devices
were detonated in Taungup,
Rakhine State, on 7th January.
Two mines, planted near
Kinchay Village on An-Kyaukpyu
Road in Taungup, exploded
at 11:40 am when a truck, driven
by U Aung Maung, 49, passed
through the area.
The truck was returning
to Pyay after transporting construction
materials to Kyaukpyu.
Officials report that the
force of the explosion destroyed
the truck’s windshield and U
Myint Oo, the driver, sustained
injuries near his right ear. The police are investigating the incident
under the Anti-terrorist
law at the Mai Township Police
Station, according to officials
at the Myanmar Police Force..."

"INTERNALLY displaced persons
who are taking shelters at
the three monasteries in Sittway
Township got relief aid of Department
of Disaster Management
under the Ministry of Social Welfare,
Relief and Resettlement
through Rakhine State Government
yesterday.
Chief Minister U Nyi Pu,
State Security and Border Affairs
Minister Colonel Min Than, State
Social Affairs Minister Dr Chan
Thar and officials first arrived at
Dhamma Rama Pariyatti Monastery.
They paid respect to the
presiding monk of the monastery,
and met with 359 IDPs—135 men
and 224 women— from 99 households.
The Chief Minister and party
comforted the people who are
receiving healthcare services of
Public Health Department of Sittway
Township. Chief Minister U
Nyi Pu offered assistance to the
IDPs for foods, medicines and
education for the children of displaced
families and explained the
government’s efforts on restoring
peace and stability.
Rakhine State Government
gave 109 sacks of rice and relief
items to the IDPs there.
The Chief Minister proceeded
to Vibhajja Vadi(Parahita)
Monastery where 65 displaced
persons from 16 households are
taking shelter, and presented 14
sacks of rice and relief aid.
At the next stop of Buddhomaw
Monastery, the Chief
Minister and party donated 17
rice bags to 36 IDPs from 8 households..."

provided 427 rice bags to

"DISPLACED Persons Accepting
and Resettlement Committee
held its work coordination
meeting at the Ministry of Social
Welfare, Relief and Resettlement
yesterday.
Speaking at the meeting,
Chair of the committee Union
Minister for Social Welfare, Relief
and Resettlement Dr. Win
Myat Aye explained the duty to
accept and resettle displaced
persons who went to the other
country from Rakhine State
under the guidance of Central
Committee for Implementation
of Peace and Development in
Rakhine State.
The Union Minister also
dealt with the task of supervising
the resettlement subcommittees
formed by the Rakhine
State Government. He said the
work review should be submitted
to the central committee. Two
task forces have been formed
to systematize the functions and
they are the work committee to
accept displaced persons and
the work committee to resettle
them. Functions will be effective
only if the two work committees
work in harmony. He said there
are people who reenter the country
of own volition and not under
the agreement. The citizenship
verification of returnees in line
with the existing law is an important
process that must be done in
all seriousness. The Ministry of
SWRR is providing food, clothing
and household items. The task
of the resettlement of internally
displaced persons should be accelerated,
and progress of work
should be presented here.
The Union Minister said
talks should be held on the resettlement
task prioritized under
UEHRD program. The seven
priority tasks that may be supported
by ASEAN countries of
the accepting and resentment
task that is being implemented
in cooperation with the AHA
Centre should be continued.
Continued efforts should be
made to implement the bilateral
agreement soonest despite
the challenges and difficulties.
There are people who wish to
return through the process that
is not in accord with the bilateral
agreement..."

"THE Committee for Implementation
of the Recommendations
on Rakhine State held their 21st
coordination meeting at the
meeting room of the Ministry
of Social Welfare, Relief and
Resettlement in Nay Pyi Taw
yesterday.
Present at the meeting
were Committee Chairman
Union SWRR Minister Dr Win
Myat Aye, Vice Chairman and
Deputy Minister for Office of
the State Counsellor U Khin
Maung Tin, Joint-Secretary and
Deputy SWRR Minister U Soe
Aung, Rakhine State Government
Secretary and committee
members who are also departmental
permanent secretaries,
directors-general, deputy directors-
general, and other officials.
Firstly, Dr Win Myat Aye
delivered a speech, in which he
said relevant departments regularly
implement the recommendations
assigned to them.
He said the committee reports
its processes in a transparent
manner to the public. He said the
conflicts in Rakhine State were
the result of underdevelopment
and long-lasting losses, suspicion
and misunderstandings between
the different communities.
The Union Minister said the
ministries and relevant committees
are working hard to resolve
these issues and there had been
improvements. He said they prioritized
recommendations from
the previous 20th coordination
meeting and drew action plans
accordingly.
The Union Minister said if
the benefits of these plans cannot
be shown to be benefiting the
public then it cannot be labeled
as successful. He urged the ministerial
committee members to
keep themselves updated of the
situation on the ground when
drawing up plans and for the Rakhine
government to work closely
with currently implementing
staff..."
