     The International Fellowship of Reconciliation's Women Peacemakers
     Program (WPP) is planning a series of regional consultations for
     women peace activists from conflict areas. The Asia-Pacific
     consultation will be in Cochin, India, in November 1998. 
          
     The consultation will involve about 24 participants. We hope to
     have participants from Afghanistan, Bougainville, Bangladesh,
     Burma, Cambodia, East Timor, Indonesia, India, Israel, Kashmir,
     Nagaland, Palestine and Sri Lanka. The consultation will be in
     English, and the active involvement of the participant is asked
     for. 
     
     The chief purpose of the consultation is to 
          a. provide a space where women peace activists can exchange  
           their concrete experiences and approaches to their work; and 
           reflect on their work in such a way as to deepen their      
            understanding of their needs and potentials
          b. gather, analyze and distribute to a wider audience women's 
          peacemaking approaches and initiatives 
          c. provide a space where skills can be shared 
          d. encourage dialogue between peace activists from opposing  
         sides in a conflict on ways to reduce the conflict.
          
     Participants are the experts during these consultations and will be
     encouraged to contribute to the group about their 
     experiences and knowledge. Given that the purpose of the 
     consultations is the sharing of such experiences, during the 
     plenaries participants will have an opportunity to share with the 
     group:
          a. the nature of their work
          b. how the conflict specifically impacts on women 
          c. some of the obstacles to peace
          d. some of the strategies participants have found to tackling 
          these obstacles
          e. what is needed to overcome these obstacles and to more    
       effectively mobilize women and girls in their communities to    
       work for peace.
          
     Participants will be encouraged to organize follow-up workshops, 
     trainings and consultations in the regions after the consultations.
     
     The purpose of such follow-up is to widen the process; to help 
     tackle an obstacle as identified by participants at the 
     consultation; to link and support the development of trainers and 
     resources in the region; and to support the development of 
     sustainable women's groups. IFOR may or may not be involved in such
     follow-up, depending on the participants wishes.
          
     As the success of the consultations will depend upon the active 
     involvement of the participants, we are looking for women who can 
     contribute to and also benefit from the whole process. Participants
     will be expected to be present during the entire consultation.

          The International Fellowship of Reconciliation's             
               Women Peacemakers Program 1997-2001
     
     The overall goal of the International Fellowship of
     Reconciliation's (IFOR) Women Peacemakers Program is to increase
     the nonviolent empowerment of women. Mindful that for a sustainable
     peace, a broad audience must be reached, IFOR actively engages
     women outside its current network in the program, while at the same
     time training IFOR women as intermediaries to promote nonviolent
     social change. 
     
     The Women Peacemakers Program has four main objectives. The first
     objective is prevention of violence.
     
     This done through a series of consultations with women in conflict
     areas, designed to provide an opportunity for women to reflect on
     their work, exchange strategies and experiences with women from the
     opposite side of the conflict, and to deepen their knowledge of
     nonviolent conflict resolution processes and skills. 
           
     Three regional consultations will take place, for Europe, Asia-
     Pacific and Africa. The European regional consultation occurred in
     April 1998, in Hungary, with participants form Armenia, Azerbaijan,
     Croatia, Cyprus, Ingushetia, Israel, Palestine, Northern Ireland
     and Serbia. Each consultation lasts seven days and provides
     practical training in negotiation skills, cross-cultural
     communication and creating good conditions for constructive
     dialogue. In small groups participants apply these skills to
     helping resolve and prevent conflicts between their communities.
     
     The Asia-Pacific regional consultation will take place later this
     year in India, and the Africa regional consultation in 1999. 
     
     The intercontinental consultation will take place in late 1999,
     provisionally in Africa. It will also bring 'enemy' women activists
     together and allow IFOR and other interested organizations to
     listen to the activists and learn the most useful ways IFOR can
     improve existing support. The consultation's conclusions will be
     distributed via a video and IFOR booklet. 
     
     
     II. The second objective of the Women Peacemakers Program is
     education and training in active nonviolence. Such training and
     education helps grassroots women's organizations develop and
     improve skills in nonviolent conflict resolution, mediation, and
     leadership by supporting local nonviolence trainers; linking
     trainees, trainers and resources; and, when needed, providing
     training to build capacity.
     
     The first training took place in november 1997 in the Chittagong
     Hill Tracts; the next will involve a rural women's organization in
     northern Uganda. A multiplier effect is anticipated by these
     trainings, as activists will be equipped and supported by follow-up
     to help women back in their communities acquire conflict resolution
     and organizational development skills.
     
     
     III. The third objective of the Women Peacemakers Program is
     documentation and information on contemporary women's
     participation in peacemaking. This involves collecting and making
     available existing materials that explain the links between
     militarism as an obstacle to development and women's role in
     reconstructing societies broken by conflict, in building peace and
     reconciliation, and in strengthening civil and democratic society.
     If there is a lack of such material, IFOR may produce appropriate
     culturally sensitive material, as requested by the women's groups
     being served.
     
     The "Cross the Lines" newsletter, in French, English and Spanish is
     produced three times a year, with news of women's peace initiatives
     and discussions on strategies. An annual May 24 International
     Women's Day for Peace and Disarmament action packet, with
     networking information, profiles on women's peace groups,
     suggestions for actions, and contact addresses, is also produced
     and distributed to women's groups worldwide.
     
     
     IV. The fourth objective of the Women Peacemakers Program is
     support for the building of self-reliant and sustainable
     women's groups. The WPP aids networking among such groups by
     helping women to develop fundraising skills and to identify funding
     sources for specific projects, and by linking women's groups with
     organizations that can provide technical and financial support for
     income-generating projects and marketing.
