RANGOON, Sept 27 (Reuter) - Many politicians from the National League for
Democracy (NLD) party were detained by Burma's military government on Friday
to prevent a party congress from taking place, a senior government official
told Reuters.
The official said the government would bring NLD activists who planned to
attend the congress in for questioning, but said they were only being
detained and not arrested. He said they would be released after the
situation calms down.  
More than 200 NLD politicians had been invited to Aung San Suu Kyi's house
to attend the congress which was meant to celebrate the eighth anniversary
of the party's founding, but police blocked the street outside Suu Kyi's
house on Friday to prevent the meeting from taking place.
The official said the ruling State Law and Order Restoration Council (SLORC)
decided to prevent the meeting from taking place because the NLD never
obtained permission for the gathering, and because the party was trying to
create unrest with the meeting.
"For this reason the delegates who are coming to attend have been prevented
from doing so. They were called in for questioning in local guest houses.
After that they will be sent home," said the official, adding that Suu Kyi
remained in her house and was not detained.
In May the goverment detained more than 260 party delegates due to attend a
similar NLD congress. The SLORC released most of them after about 10 days,
but several dozen were charged and sentenced to long prison terms.

27Sep96 BURMA: BURMA POLICE BLOCK ACCESS TO SUU KYI'S HOUSE. 06:23 GMT  

RANGOON, Sept 27 (Reuter) - Burmese police, who blocked access to democracy
leader Aung San Suu Kyi's house on Friday, said she alone would be permitted
to enter her home where a congress of her political party had been planned.
"For three days, September 27, 28 and 29, nobody is allowed to go to Aung
San Suu Kyi's residence because we won't permit this seminar for the eighth
National Leage For Democracy (NLD) party anniversary," security police
Captain Aung Aung said.
He was among hundreds of heavily armed police who were manning checkpoints
along University Avenue which is the only access road to Suu Kyi's home.
Witnesses said the checkpoints were set up early on Friday.
"She can go and come as she pleases; we won't restrict her. We only need to
stop people from going to her house," he said.
About 200 of the NLD's key members had planned to gather for a party
congress to mark the anniversary in Suu Kyi's house from Friday through to
Sunday.
NLD sources said the blockade would disrupt the planned congress in the
residence. Suu Kyi was not immediately available for comment and telephone
calls to her home did not connect.
A plan to hold a similar gathering in May spurred arrests of some 260
democracy activists by the military government. They were later released.
NLD sources said so far no party supporters had been arrested by the ruling
State Law and Order Restoration Council (SLORC).
There were no people gathered near the gates of Suu Kyi's home while traffic
and people were diverted to other side roads by the police. But many NLD
flags flew in the compound of her house and party sources said there were
already some party members inside the house.
Other witnesses said police had used loud hailers to disperse about 200 NLD
supporters at another checkpoint.
NLD party leader U Tin Oo was at the scene to ask people to disperse and the
crowds had slowly started moving off. No arrests had been reported, NLD
sources said.
